We do not speak for either side as only Russia and Ukraine can determine the outcome of a mutual peace treaty. We simply wish to save lives and bring loved ones home.
Peace proposal to end the Russo-Ukrainian War (Draft)

In the consensus of a ceasefire, Russian forces shall return to Russia. The Russian military will withdraw accordingly from Ukraine to Russia. No Russian military (or private army) in the regions of Luhansk, Donetsk, Zaporizhzhia, Kherson, and Crimea.
Inclusive of that, there will be no surprise invasions from Transnistria (Pridnestrovian Moldavian Republic), Belarus or from Russia. No aerial or paramilitary invasions of any kind (Wagner Mercenary Group or any other mercenary organizations), no naval or amphibious invasions either. No drone attacks, combative robots, or any AI technologies, including cyber-attacks, to be used by either side, during the ceasefire.
A temporary independent council of the International Community as well as representatives of Donetsk and Luhansk will negotiate buffer zones in the Donetsk and Luhansk regions as they were separatists before the Russo-Ukrainian War (February 24, 2022). These two regions will be de-militarized zones for Ukraine and Russia (apart from Peacekeepers) until a referendum can be done to settle the ethnic disputes between the two.
Equally in consideration, Crimea would establish an independent buffer zone as well and hold a separate but equal referendum to decide if the region wants to rejoin Ukraine, stay as part of Russia, or become an independent country. If Crimea wants to be independent, the new nation will serve as a neutral sovereign territory between Ukraine and Russia. If Crimea chooses sovereignty, a UN de-militarized protectorate should be created. If they choose to be part of either Russia or Ukraine, they should be afforded free will to ask for autonomy from the mainland.
The sovereignty of Eastern Europe, Nordic Europe, and the Caucasus (Georgia, Armenia, and Azerbaijan) should be respected. Russia shall not support or give arms to separatist republics of Donetsk and Luhansk, this also applies to Transnistria, Russo guerilla armies active in Ukraine or any terrorist group that arise within these regions. Likewise, Ukraine will not support pro-Ukrainian guerilla armies or paramilitary groups in these regions either.
To deescalate furthermore will be to reopen dialogue between NATO (North Atlantic Treaty Organization) and Russia. Trade needs to reopen and negotiate the status of the sanctions against Russia to be abolished or limited, new treaties shall be forged, cooperation builds on the foundation between Eastern Europe and Nordic Europe, and Russia on the emphasis of sovereignty between all nations. There should also be a new military treaty between the two to limit the use of military exercises and should discuss the distance from the Russian border and their neighbors, so they feel at ease and no risk of an attack especially with air space between them.
Dialogue needs to be reintroduced between Russia and the European Union (EU). A new trade agreement must be implemented to replace the Partnership and Cooperation Agreement (PCA). Russia needs to recognize the laws of the World Trade Organization (WTO) and abolish their import substitution policy that targets against members of the EU and the United States so it can restart importation into Russia. Both the EU and the Eurasian Economic Union (EAEU) may consider starting an infrastructure project that connects from Lisbon to Vladivostok.
Russia and Ukraine shall negotiate the process of prisoner exchange, determine the return of so to the question of what to do with deportees in both countries. They shall appear at the World Court and make their defense. We must not repeat the mistakes made in history and present history that neither Russia nor NATO shall strike against the other again.
The peace proposal must solve the issue of the Children of War. Ukrainian children taken to camps in Crimea or spread across Russia should be returned to their parents in Ukraine. The solution would have to build the consensus on the list of children or families either alive or dead to clear things up. The other would be to lift sanctions to Russia from the West, some could be lifted or perhaps all of them if possible.
Ukraine will be neutral in accordance with the ceasefire. They shall not join NATO and must rebuild all they have lost during the conflict. However, Russia needs to honor their word that they will guarantee Ukraine's security with no threats, no acts of espionage and sabotage, no poking or encroaching on Ukrainian territories. In fact, they should not do anything as highlighted on point number two.
The New Start Treaty, in which currently the US and the Russian Federation are the main countries in the treaty. Reducing the number of nuclear arms and limiting the use of its arms. This treaty should include the United Kingdom, France, and China as they too have the most nuclear weapons. They all should limit the number of nukes and eventually recycle as a source of renewable energy.
A new treaty shall be created to counter potentially another world war, it shall be called the Intercontinental Ballistic Missile Treaty (ICBM). The purpose of the treaty should be to limit the number of ballistic missiles used by powerful nations with strong military stats.
The United States and Russia should restart dialogue. There should be talks on nuclear treaties, military treaties and cooperation on the security and peacekeeping initiatives to deescalate world tensions between them.
